Thailand – Coronavirus Disease Update

Thai crew are allowed to sign off at Thai ports but they have to contact their embassy for supporting documents and to arrange COVID-19 test (with results) before their vessels arrival in Thailand. They will be in the state’s quarantine facility for 14 days after signing off before they proceed to their home town.

Restriction of Heath Control during COVID-19 transmission.   

The following documents must be submitted to Health Control via agent before vessel’s arrival in Thai waters for Health Control’s consideration.

  • Report of daily temperature of crews on board for at least 7 days (preferably 14 days)
  • Voyage memo (last ten ports)
  • Maritime information of Health (Tor 2)
  • Maritime Declaration of Health (Tor 3)
  • Information of Conveyance Arriving in Thailand (Tor 1)
  • IMO Crew list
  • Timelines of on-signers and negative result of COVID-19 (for Phuket & Songkhla)
  • Fit to travel (for Phuket and Songkhla)
  • Insurance coverage documentation of USD100,000 per person (for Phuket & Songkhla)

Effective September 14, foreign crew can sign offs at Laemchabang, Sriracha, Kohsichang under the following situations and subject to approval by authorities. 

  • Expired contracts, overstaying on board vessel for several months, request to return home
  • Sick and in need of emergency treatment

Documents to be submitted prior arrival:

  • Agent must submit letter with supporting documents to Ministry of Interior via Marine Department. It may take about 20-25 days from start to approval, subject to turn around time from Ministry of Interior.
  • Once approved, the letter will be sent to Chonburi Governor
  • The Governor will report the approval to Public Health division in Chonburi
  • Public Health division will instruct the office of disease control in Chonburi
  • While awaiting the approval, agent will submit the transportation schedule to port authorities
  • Vehicle will be inspected by quarantine officer before picking up the crew.

Crew sign off procedure:

  • Covid-19 test will be conducted on board by RT-PCR doctor. Lab results will take approximate 6hrs during office hours, or about 12hrs after office hours.
  • When test result is negative, the off-signer will be released from ship and directly transferred to the airport without stop over anywhere else.
  • After counter check-in at airport, off-signer will be escorted by immigration officer for fast track stamping on passport all the way to the boarding gate.
  • If the test result is positive, 14 days quarantine will be implemented at the state hospital. This will be for the crew’s expenses and must have insurance coverage of USD 100,000 per person in accordance with Health Control’s regulation.

The authorities haven’t advised when on signers can be processed.
